CAYUGA—In track and field, it is usually the big city clubs with the larger talent base that make the most noise. When COVID-19 hit, however, those loud voices went suddenly silent, with some of them ceasing operations altogether. And when things started to slowly open up in late May, it was the smaller clubs that showed the way, demonstrating responsible action such as social distancing.
