CAYUGA—From working on a farm in Binbrook as a young man to becoming Inspector Detachment Commander with the Ontario Provincial Police (OPP), Cayuga in 2011, Inspector Phil Carter’s policing career has spanned 38 years to date with 17 years of experience at the Detachment Commander level.
