HALDIMAND—At a Special Council meeting on January 14, 2020, Haldimand Council passed amendments to the site alteration by-laws that regulate the placing or dumping of fill on property in Haldimand in response to resident concerns of recent dumping.
In the newly amended by-law, the permit application threshold has been lowered from amounts of soil over 100 cubic metres to amounts over 50 cubic metres, allowing regulations to be enacted upon sooner. It will also allow for charging not only the property owner, but also the person who performs the site alterations, such as the dump truck operators. A permit must now be obtained for site alterations on lots less than five acres or 2.02 hectares, and dumping on Saturdays, Sundays, and statutory holidays is prohibited. Some of the wording of the by-law has been tabled for further discussion; Council met again after press time on Wednesday, January 22 and any decisions still needed to be ratified at that time.
This action is in response to a recent situation on Rainham Road near Sweets Corners that raised concerns of residents in the vicinity. Councillor John Metcalfe first heard about the dumping site on December 22.
