The report features a look at advice administered throughout the year to members of council and local boards, including codes of conduct, conflicts of interest, and rules and policies for governing ethical behaviour.

In 2019, Council budgeted $20,000 for associated costs for the service. That same budget has been approved for 2020. The first year of billings amounted to $3,771.38, not including matters that were not completed before the end of the review period of March 3.

Farmers Market bylaw update

Council voted unanimously to adopt a new harmonized Farmers Market bylaw to replace existing bylaws for Dunnville and Hagersville, which both operate on County property. Merging the bylaws is meant to eliminate direct County involvement in the operations and collecting of fees at the markets, and to update the bylaw to reflect the modern landscape. Key changes in the proposed bylaw include ensuring that at least 50% of the market space be designated for local growers, a number of changes in administrative roles, and the updating the new location of the Dunnville Farmers Market with expanded hours of operation and a longer season. Proposed changes would come into effect in a post-pandemic marketplace.
