CALEDONIA—A report to The Ministry of Transportation of Ontario (MTO) recommends that the expropriation of the house and lands of Caledonia resident Lorrie Harcourt proceed.
The report, dated August 16, 2019, was prepared by Hearing Officer D.S. Colbourne after a hearing was held in Caledonia on Friday, June 21, 2019 for Colbourne to hear evidence from both Harcourt and the Ministry.
Harcourt’s house, also known as the Toll House, was built in 1875 and is a historical landmark in Caledonia. It can be seen on the northeast side of the existing Caledonia bridge. At the hearing, Harcourt outlined her ownership of the house since 1986, and continued occupancy. Harcourt also runs a hairdressing business out of her home. In 2014 the MTO requested access to and temporary limited interests in her property. That process did not result in an agreement.
